Westleigh Parish Council Meeting Minutes

Wednesday 24th of July 2024, 7pm at Westleigh Village Hall

Attendees – Cllrs Dave Fairbrother, Chris Heard, Lyn Gear, Parish Clerk & NDCllr Lucinda Renshaw

Min 28 24/25 – Apologies received – DCCllr Frank Biederman

Min 29 24/25 – Co-option formalities – Brian Moores, and Chic Stewart were co-opted onto the Parish Council, with all the current legislation having been satisfied. They then took their place as Councillors.

Min 30 24/25 – Declarations of Interest – none declared

Min 31 24/25 – Minutes – To confirm the minutes of the meeting held on the 22nd May 2024 – agreed unanimously

Min 32 24/25 – Matters arising – to confirm the change to 6 meetings per annum, instead of 10 (January/March/May/July/September/November), the rationale being to cut costs, and the limited amount of new business arising each month. Unanimous

Min 33 24/25 – Correspondence – all relevant correspondence had been circulated. There was nothing of great importance or relevance.

Min 34 24/25 – Public session, 15 minutes – no members of the public attended

Min 35 24/25 – County & Ward reports – DCCllr Biederman had sent his apologies, as he was involved with DCC meetings. NDCllr Renshaw wanted clarification on planning application 78939 (Owl Barn), i.e. was the Council in favour of the application, which they were. She also informed the Council that a resolution to serve only Vegan food at all NDC venues, including Schools, had been defeated by 47-3 votes. She also reiterated that there were some monies left in her budget, for worthy causes.

Min 36 24/25 – Finance – To retrospectively agree payments made to J Harris £100, Clerk 3 month salary £954, Annual Insurance Policy £312.64, and Website maintenance £31.19. The Clerk showed the balance sheet as at the 24th July, and informed the Council that monies were tight, but manageable. The Clerk also asked for the Council’s permission for outstanding invoices to be paid, in agreement with the Chair, in between bi-monthly meetings. Agreed

Min 37 24/25 – Committee’s – with 2 Cllrs having recently resigned, there was a need for a new Environment member, and a TTEF delegate. It was decided to review committee placings at September’s meeting

Min 38 24/25 – Planning – 78939 Owl Barn had retrospectively applied for a further change in the original application, to incorporate previously fitted rooflights. Council offered no objection.

Min 39 24/25 – AOB at Chairman’s discretion – The Chair asked the Clerk for an update on the Section 106 monies from the Litchardon Solar Farm meeting, held at Lovacott on the 26th June. The Clerk reiterated that the format of the guiding committee as decided at the meeting in September 2020, remained in place, and that Fremington Parish were providing the format of the committee, and would also be administering the Trust (if that was the decision made) at no cost to any other Council. The 5 Councils involved, Instow, Westleigh, Tawstock, Lovacott and Fremington, will await the date and venue of the next meeting.

Min 40 24/25 – Next Meeting(s) – the dates now showing on the website are September 4th, November 6th, January 8th, March 5th, May 7th (inc AGM), and July 9th
