Westleigh Parish Council – (Draft) Minutes of Remote (Zoom) meeting, Wednesday 2nd September 2020
The next remote meeting of the Parish Council is planned to take place on Wednesday 7th October at 7.30pm
Attendees – Cllrs Fairbrother, Gear, Heard, Frajbis, Burgess, and Farrell-
Agenda
1. Apologies received in respect of the meeting – County Cllr Biedermann
2. Declarations of Interest – to receive Declarations of Interests from Councillors of any disclosable, pecuniary, or other Interests in items on the agenda – none received
3. Minutes – to confirm and agree the signing of the minutes of the meeting held on the 5th August. Actions agreed to be updated – painting of Eastleigh Phone Box carried forward.
4. Correspondence and Communications – to include a summary of C&C received from the Chair and Clerk – (1) DALC advice to continue with remote meetings until May 2021 (2) DALC AGM to be held remotely on the 7th October PC to resend details (3) Litchardon Cross Solar Farm – County Cllr Biederman in negotiations to arrange a meeting involving all Parishes affected
5. County and District Ward Members reports – in person or via email – none received, but contact being maintained
Public Session – as the meeting is not an Open Meeting due to Covid-
6. Finance – to receive an update on the current position, to receive accounts to pay, to note any income received, and any other matters relating – there was no change to the overall balance as no monies had been paid out £4391.50. It was agreed that the following invoices can be paid – J Harris £75, and Clerks expenses of £123.38
7. Planning matters – any issues that need raising – none raised
8. Eastleigh Defibrillator – update – Cllr Frajbis to make ‘defibrillator’ signs to place inside the phone box. Cllr Fairbrother to chase the outside painting
9. Highway issues – none. Cllr Frajbis raised the issue of the public footpaths in and around Westleigh, their maintenance, signage missing, and condition. PC awaiting contact from DCC’s Parish Paths Partnership with official maps.
10. Environmental issues – update and plans for future meeting invites – Cllr Frajbis was congratulated on the 2 page ‘spread’ in August’s Parish Magazine regarding hedgehog habitat and houses. Discussion took place regarding an Orchard grant, and it was agreed that Cllr Gear would liaise with Tapeley regarding any possibility of utilising a part of Sticks Meadow to plant a small orchard
11. Bus shelter – mural and sponsorship update – nearing completion
12. Agenda items for the next meeting (Wednesday 7th October) – none received. However discussion took place regarding the number of WPC meeting per annum, and it was agreed to stay with the current arrangements of 10 per annum (January & August being the exceptions)
13. Any other business not covered – although not part of WPC’s jurisdiction, Cllr’s expressed their concerns at the lack of common courtesy being shown to pedestrians by cyclists on the Tarka Trail, and the danger of e-
