DRAFT MINUTES

Westleigh Parish Council – Minutes of a meeting of the Parish Council held on Wednesday 16th January 2019 at the Westleigh Village Hall commencing at 7.30pm.

Present: Cllrs K. Griffin, L. Burgess. L.Gear. Farrell-Roberts C. Heard, D. Fairbrother

In attendance: Mr. M. Harris, Parish Clerk.

MH01.19.1        Apologies

1. Apologies were recorded on behalf of Cllrs S. Ettling, Moores and F. Biederman

Declarations of Interest

2. Members were reminded that all interests must be declared prior to the item being discussed.

3. To approve, and sign the minutes of the Parish Council Meeting held on the 21st November 2018


Noted that Cllr B. Moores was not in attendance at the meeting


It was resolved, to confirm and sign the minutes as a true record

There were no matters arising.


MH01.19.4

Co-option of new Councillor

Prior to the meeting information had been circulated to all Councillors on an application by David Fairbrother to become a Parish Councillor.  The Clerk confirmed the eligibility of the application.

It was resolved to co-opt David Fairbrother as a Councillor of Westleigh Parish Council

Proposed:  Cllr K. Farrell - Roberts, and seconded by Cllr L. Burgess (all in favour)

5. Correspondence and Communication:

a) The following items of correspondence were received:

SW Heritage Trust – North Devon Records Office – request for funding – circulated. No action.

North Devon Council (NDC) – Elections - Perspective Candidate Event – poster placed on parish noticeboards.  NDC preparations for Elections – noted.


Community First Insurance – Process for insurance claims – noted

North Devon AONB – Report 2014 – Cllr D. Fairbrother agreed to circulate to all Councillors


Devon & Cornwall Police – Crime Reference Number – Bus Shelter – Noted.


b) County and District Council Ward Members Reports

No reports for this meeting

Public Session – at the discretion of the Chairman members of the public can ask questions and make comments to the Council.


No members of the public were present at the meeting.

Financial Matters

a)  To receive an update on the current financial position.

The Parish Clerk reported that the current balance in the Parish account up to January 2019 is £4,757.


b)   To receive any accounts to pay:

To approve payments as follows:

Parish Clerk – Quarterly Salary, holiday pay & additional hours - £618.75 – cheque No 100466.


Approval of payment of grants for 2018/19:


Grant of £266 to Westleigh Village Hall – cheque No 100467.

Grant of £160 to Instow, Westleigh & West Yelland Newsletter – C=cheque No 100468.

Grant of £266 to St Peters Church Westleigh to assist with burial ground maintenance costs – cheque no 100469.


c)  To note any income received:


None received.


d) Any other financial issues

        

After a discussion it was agreed to confirm the precept request for £3,500.  Information of the impact of the rise of the precept had been sent to Councillors prior to the meeting.


It was resolved to approve payments of the Clerk’s quarterly salary costs, and approve payment of the grants for 2018/19

MH09:18.7      Planning Matters


a)  New planning applications

  

 None for this meeting.


b)  Planning decisions


  None for this meeting.

                                  

c)  Other planning issues


Land at Wooda Road Appledore -TDC Outline Application 1/1343/2018/OUTM – Cllr K. Griffin informed the meeting that he had received an email from Sara Mendosa Appledore Residents Association Secretary, requesting that the Parish Council consider objecting to the application.


Action Point:  It was agreed that all Councillors would look at the application and forward comments to the Parish Clerk, who would then send a summary of the comments to Torridge District Council.  The deadline for comments is the 30th January 2019.


Walled garden adjacent to White Lodge Westleigh – this is still an ongoing issue yet to be resolved.


3, Oman’s Cottage – enforcement issue – agreed to wait the outcome of any enforcement action from NDC.  There is still no response from NDC Planning Officers.  Action Point: Cllr K. Griffin to chase NDC Officers for a response.

                                

MH09:18.8     Review of Parish Projects

a)  Westleigh Footpath

Cllr k. Griffin reported that materials for the surface of the footpath are currently being stored at Westleigh Hill Farm.

Action Points: Cllr K. Griffin agreed to arrange for a quote to collect the materials and place on the surface of the footpath.  The Clerk will contact NDC to explain the current situation and discuss the best way to pull down the £1,500 Town & Parish Funding.     

b)  Damage to Bus Shelter


In the early part of the new year the Bus Shelter on the Traka Trail was damaged by a fire.  The matter has been reported to the Police and a crime number issued. A quote for £75 has been received from Nigel Morgan to repair the damage.  


It was resolved to authorise the work to go ahead on the Bus Shelter as per the quote.


Proposed: Cllr K. Farrell-Roberts Seconded: Cllr L. Gear.


Graffiti – Bus Shelter – Following a discussion it was agreed to investigate the options of a mural, or anti-graffiti vanish.  Action Points:  Cllr K. Griffin to contact Colin Frajbis to discuss the mural.  Cllr C. Heard agreed to investigate the cost/availability of the anti-graffiti varnish.

                           

c)   Housing Needs Survey


The Parish Clerk confirmed that no further update had been received on the current availability of funds to take forward the survey.


d)  Highway Issues

 

The issue relating to speeding traffic on the main road at the turn to Westleigh Village/access to Tarka Trail continues to cause concern.  The matter has been discussed and reported to DCC Highways.  Action Point:  The Clerk to write to DCC Highways and Cllr F. Biederman requesting action on the speeding traffic

            




e)  Defibrillator - Eastleigh


Following a discussion, it was agreed to draft a poster inviting local contributions to support the purchase of a defibrillator for Eastleigh.  The poster to be displayed on the Parish noticeboards, Parish Newsletter, and local public house.


Action Point:  Cllr L. Gear agreed to draft the poster and circulate for comments


f)  Review of Standing Orders/Financial Regulations


The Clerk reported that a review of the above document had been undertaken.  The only issue for consideration are the current rules relating to the management of the public session.  Action Point:  The Clerk to draft a proposal for the management of the public session and circulate with copies of Standing Orders to all Councillors.
